writeStringRestricted abstract method
Writes content to path with owner-only permissions applied before
any secret bytes reach disk.
The file is first created empty, restricted via restrictToOwner,
and only then receives content — so there is no window where the
secret sits on disk under the default umask. On platforms where
restrictToOwner is a no-op this behaves like writeString.
