restrictToOwner abstract method

Best-effort restriction of a file at path so only the owner can read or write it (POSIX 0600).

Used for files containing private key material (identity seed, encrypted keystore). On platforms without POSIX permissions (Windows ACLs, Web/IndexedDB) this is a no-op.
