DenylistBlockedException class

Thrown when content cannot be served because a CID (or path) matched the operator denylist.

This is the single typed signal shared by the content manager, RPC handlers, and gateway handler so that mid-traversal policy blocks can be distinguished from generic retrieval failures — handlers map it to the HTTP 451 ("unavailable for legal reasons") response instead of a 500 or a silent empty result.
